External Wall Surveys (EWS): When Are They Required?

You may be managing a residential block, arranging a fire risk assessment, or answering a lender’s query. The difficult part is knowing whether the building needs a routine review, a detailed external wall appraisal, or an EWS1 form.

External wall surveys are not automatically required for every building. The right route depends on the building’s use, wall construction, known risks, and why the information is needed.

Need clarity on your building’s external walls?

Change 24 Ltd provides external wall fire safety surveys for owners, landlords, and managing agents nationwide. Call 0800 654 6212 to discuss the assessment required.

“An external wall assessment is most useful when it answers the building’s actual risk, not simply a lender’s request or a height threshold.”

When is an external wall survey required?

For multi-occupied residential buildings in England, the fire risk assessment must consider the structure and external walls, including cladding and balconies. This does not mean every property needs a detailed or intrusive survey.

A competent assessor may conclude from a visual review and records that a brick or masonry wall presents sufficiently low risk. A detailed Fire Risk Appraisal of External Walls, or FRAEW, may be appropriate where construction is uncertain or combustible materials are suspected.

Common triggers include:

  • Cladding or external wall insulation of uncertain composition
  • Incomplete construction records
  • Concerns about cavity barriers, fire stopping, or balconies
  • Previous defects, alterations, or remediation
  • A recommendation in the building’s fire risk assessment
  • Evidence needed for funding or remediation decisions

The approach should be proportionate. Height matters, but wall build-up, occupancy, and evacuation arrangements also affect the investigation.

Is an EWS1 form the same as an external wall survey?

No. An EWS1 form supports mortgage valuation for flats in multi-storey, multi-occupied residential buildings with cladding. It is not a legal requirement, a general safety certificate, or proof that the whole building is safe.

An EWS1 applies to the whole block and is normally valid for five years. Whether it is requested depends on the valuer and lender. RICS guidance effective from 1 November 2026 reinforces that requests need a clear, proportionate rationale.

A FRAEW, by contrast, examines the risk of external fire spread and may follow PAS 9980:2022. It supports building safety decisions rather than simply mortgage valuation.

What does the survey look at?

A suitable assessment considers the external wall as a system, not only the visible surface. Change 24 Ltd can review cladding, insulation, fire barriers, cavity barriers, balconies, attachments, and the wider wall construction.

The process may include:

  1. Reviewing drawings, reports, specifications, and maintenance records
  2. Inspecting elevations and relevant building features
  3. Identifying information gaps
  4. Deciding whether opening-up or sampling is needed
  5. Recording findings and proportionate recommendations

Similar-looking buildings may have different wall build-ups. A combustible component does not decide the outcome by itself. The assessment considers material arrangement, potential fire spread, and mitigating measures.

A separate fire risk assessment may also be needed to review the wider fire safety position.

Who arranges the assessment?

The owner, landlord, managing agent, or responsible person usually arranges the assessment. Leaseholders should first ask whether recent external wall reports or fire risk assessments already exist before commissioning further work.

Before appointing an assessor, confirm:

  • Whether the request is for an EWS1, FRAEW, or another report
  • Why the evidence is needed
  • Which records and access are available
  • Whether intrusive inspection may be necessary
  • Whether the professional has suitable competence, experience, and insurance

Clear scoping avoids duplicated work and keeps the report relevant.

Choosing the right next step

Start with the latest fire risk assessment and external wall records. If the walls are straightforward and low risk, the existing assessment may be enough. If construction is uncertain, cladding is present, or a competent assessor identifies concern, a detailed appraisal may be justified.

For a sale or remortgage, ask the lender or valuer exactly what evidence they need. A request for an “external wall certificate” does not automatically mean an EWS1.

A proportionate answer for each building

External wall surveys are required when available evidence cannot adequately establish the risk or when a valuation, remediation, funding, or compliance decision needs specialist input. The correct assessment depends on the building and purpose, rather than a single height threshold or the presence of cladding alone.

Frequently asked questions

Does every block of flats need an EWS1 form?

No. It is requested for valuation purposes where a lender or valuer has a justified concern about the external wall system.

Can an EWS1 replace a fire risk assessment?

No. It addresses the external wall for valuation purposes. The responsible person still needs a suitable assessment of wider fire precautions.

How long is an EWS1 form valid?

It is generally valid for five years for the whole building. Significant changes or new evidence may require an earlier review.

Is a PAS 9980 appraisal always intrusive?

No. Opening-up may be needed where records and visual inspection cannot establish the wall build-up or condition.

Who can complete an external wall assessment?

A suitably competent professional with relevant experience should complete it. The expertise needed depends on the building and assessment complexity.
